SHAPE is the strategic level command responsible for the planning, preparation, conduct and execution of NATO operations, missions, activities and tasks as directed by Council in order to achieve the strategic objectives of the Alliance.

Strategic Employment Directorate delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning. In monitoring NATO’s current operations, it enables SACEUR’s direction and guidance to be disseminated, ensuring coherent Joint Effects, whilst providing comprehensive assessments to NATO HQ.

J2 Division provides comprehensive cross spectrum advice to the Command Group and Allied Command Operations.

J22 Branch provides strategic intelligence in support of current NATO operations, potential crises and Advanced Planning.

Crisis & Situational Awareness Section (CSAS) supports SACEUR and NATO HQ by providing strategic, all-source, multi-domain intelligence.


PRINCIPAL DUTIES

The incumbent's duties are:

  • Provides his/her expertise and analyses to strategic level assessments in support of the NATO decision-making process.

  • Plans and supervises the analytical production of the Section related to his/her assigned functional area (NATO Strategic Direction-East, NSD-E).

  • Directs and supervises the work priorities of his/her functional area-team (NSD-E), providing professional guidance and instruction to the staff. Duties include leading and coaching; explaining or demonstrating work functions; counselling and motivating, assigning and reviewing work.

  • Advises the Section Head and J22 Branch Head on strategic intelligence developments.

  • Coordinates, validates and advises the Section Head with analytical input to the relevant Indicators and Warnings (I&W) systems.

  • Maintains strategic situational awareness of NATO crisis response operations and crises identification in coordination with the Section Head.

  • Prepares and conducts intelligence reports, briefings, background papers/talking points, to include, briefings to contribute to the Command Group (CG)’s strategic intelligence understanding. Makes recommendations on modifications, improvements and updates.

  • Supervises, develops and provides all-source strategic intelligence analyses focusing on Warning, Contingency, Transnational Issues and provision of intelligence support to Crisis Response Operations, horizon scanning, crisis identification and operational planning.

  • Directs and coordinates with ACO subordinate intelligence producers (including the NIFC) the production of strategic intelligence reports to for Warning, Contingency, Transnational Issues and provision of intelligence support to Crisis Response Operations, crisis identification and operational planning.

  • Liaises with relevant ACO, ACT, NATO HQ (IMS) Branches, the NIFC, and national organisations and commands, as required regarding Warning, Contingency, Transnational intelligence production and provision of intelligence support to Crisis Response Operations and crisis identification.

  • Assists SHAPE’s Strategic Operations Planning Group (SOPG) with current intelligence in support of Contingency Plans, Graduated Response Plans and OPLANS.

  • Provides support to NATO’s comprehensive approach to crisis management and crisis response operations.

  • Represents J2 and SHAPE at forums or meetings.

  • Any other duties as directed by CSAS Section Head or J22 Branch Head.


SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

ESSENTIAL QUALIFICATIONS

A. Professional/Experience

  • Minimum 2 years of Intel support to formulation of strategy and policy, developing military plans, monitoring the international situation, the conduct of strategic operations and providing indications and warning.

  • Recent experience in intelligence production. Experience could have been gained either through serving in intelligence units; providing military intelligence coordination at various levels of command, staff or government; developing doctrine, organisations and equipment for the intelligence community; or served as an intelligence instructor.

  • Minimum 2 years of experience in multi-source analytical intelligence in a military strategic or operational environment or in a national intelligence agency.

  • Minimum 1 year of intel experience in an international environment, liaising with international partners on intelligence exchange.

  • Minimum 2 years of experience as an analyst team leader coordinating intelligence production across distributed offices and headquarters.

  • Minimum 2 years of intel experience in dealing with NSD-E issues.


B. Education/Training

University Degree in criminology, police, public or business administration, administration of justice, criminal law, comparative general management, political theory, behavioural or social psychology or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.


C. Language

English - SLP 3333 (Listening, Speaking, Reading and Writing)

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.


DESIRABLE QUALIFICATIONS

A. Professional Experience

  • Intel experience from deployment(s) to NATO operation(s).

  • Single source experience from several intelligence fields of trade.

  • Knowledgeable or familiar with the use of NATO-specific intelligence software.


B. Education/Training

  • Intelligence Courses

  • NATO Staff Officer Course

  • Open Source Intelligence Course

  • Intelligence Analyst Course - Critical Thinking and Structured Analysis

C. Language

Knowledge of Russian Language.


ATTRIBUTES/COMPETENCIES

A. Personal Attributes

The incumbent is responsible for analyzing complex problems based on incomplete information from multiple sources and disciplines of intelligence. This requires the application of critical thinking and structured analysis, constructive thinking, judgement, original thought and an imaginative approach to identify threats, vulnerabilities and opportunities, including possible courses of action (COAs), to provide timely, accurate and predictive intelligence assessments in support of SACEUR’s mission.


B. Professional Contacts

The incumbent works as part of a team of military and civilians of mixed ranges of rank and experience. Moreover, the incumbent is required to ad hoc teams of extremely varied skill sets and knowledge as part of broader intelligence teams, working with technical, operations and planning staff. The analyst is required to engage daily with senior officers up to OF-6 level and formally brief Flag Officers / General Officers on a regular basis. The analyst will also represent SHAPE with external organisations, making routine and regular engagement with counterparts at NATO HQ, NIFC and ACO commands. The analyst is also required to represent SHAPE at ACO, NATO and international conferences.


C. Contribution To Objectives

The incumbent is essential to develop and maintain a professional and experienced intelligence analysis capability with the required subject matter expertise in NSD-E. The expertise is required to contribute to the wider intelligence effort of SHAPE J22 Branch in providing SACEUR and the SHAPE staff with intelligence assessment across all PMESII factors and all operational domains.

This post reports to OSC OICA 0010 - Section Head (CSAS) – OF-4.


D. Supervisory Responsibilities

Dependent on requirements may be required to direct and supervise the work priorities of an adhoc or permanent team within the functional area.

There are no reporting responsibilities.


REMARKS:

Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.


Test and interviews for this post are expected to be held at SHAPE, Belgium on 16 and 17 October 2019.
